Fostering EEM market development – perspectives and lessons learned from accros Europe

The Energy Efficient Mortgages Initiative (EEMI), led by the European Mortgage Federation-European Covered Bond Council (EMF-ECBC) since 2015, aims to leverage the mortgage sector’s role in financing energy-efficient buildings as part of the climate transition. Given the significant impact of buildings on energy consumption and CO₂ emissions, EEMI recognized that mortgage lenders are strategically positioned to promote energy-efficient upgrades to borrowers. 

EEMI has developed research and tools across key areas—such as customer experience, risk management, IT, stakeholder partnerships, and funding— to support a green mortgage market. To maximize impact, EEMI has encouraged local adaptations by establishing national hubs and partnerships in various European jurisdictions, where local banks and authorities tailor solutions to specific market needs.

These efforts are documented in Factsheets from six regions—Belgium, Italy, the Netherlands, Nordics, Spain, and the UK—each covering building stock profiles, energy efficiency challenges, and key EEMI outcomes. The Factsheets also include lessons learned and best practices, shared in a 2023 NEEM Webinar and ongoing EEMI events, to support knowledge exchange and encourage scaling of successful initiatives across Europe.
